Introduction

The changing Socio-Political context and process of increasing economic openness growing economic interdependence and deepening economic integration necessitates building youth leadership with value and commitment to the concerns of the poor and marginalised. The present form of development has come through structural adjustment programmes imposed by the World Bank and International Monetary Fund which prescribes liberalization, deregulation and privatization. Market forces are expected to lead to growth.The welfare role of the state is de-emphasised; leading to reprivatisation of social reproduction, what is more frightening is the control over science and technology, knowledge, information and means of communication powerful economies control 90% of intellectual property rights in the world.

Can things be changed? Today we have the means to provide a decent and dignified life to everyone and therefore we have to change things and have to find ways of doing that. We (CASA) believe people (communities) are precious and also powerful and
 
 
ingenious. If we decide to do so we can change anything. We have to stop believing that what we see around us was or is inevitable and we have to live with it. The hope comes from the fact that millions are fighting for genuine cause (democracy). In every part of the world, there are movements to create alternatives. These alternatives are indeed micro-level and still smart, but they break the myth that there is no alternative. And one such alternative is “Building Youths for the Greater Cause”. The questions which we face today are much deeper that questions are moral, ethical and spiritual. The question is what kind of human being do we want to be? What kind of human beings do we want our children to be? Do we want our thinking, our actions, our life to be governed by love, like that of Gautam Buddha or to be governed by violence, animosity. its implications

Here we feel that why not start with youths. Today our country has 50% of youth who comes under the age of 25, therefore; the work with youths needs to be taken in a focused and concerted manner with the objective of enabling perspective and capacity building to effectively participate in socio-economic and political processes. In the last two and a half to three decades working with the youth is not in vogue. The consequences of this have been the diversion of youth energy in activities and actions, which have led to social disharmony, violence and intolerance. The use of youth by different forces for meeting their hidden agendas is known and exposed. The rural youths especially belong to tribal and dalit communities have also been on the receiving end. Comparatively the urban youths have slight advantage, more in terms of employment and livelihood because of economic growth propelled by pro-globalisation.

It is thus important to work with the rural youth especially from the dalit and tribal community in enabling them to direct their energies in more constructive processes through participation in local governance, influencing the development agenda and also the political processes.

The Perspective of Capacity Building interventions will be a pilot one focusing on youth from the State of Chhattisgarh. This pilot intervention will be spread over a period of 18 months with around 12 interactive modules of 10 days each. Youths will be identified through well-defined criteria. 50% of the youths will be females. 30 youths will be identified at the pilot stage later on, this can be increased and can be started in phase wise. Another conscious attempt will be taken for other states which will be done simultaneously.

Initially the intervention will be carried out from CASA Raipur. The selected trainees will be provided a stipend of Rs.750/- in the completion of each module. In addition their travel, food and lodging will be taken care of. The most important part is that the whole programme is being facilitated by pool of local trainers (activist) who has the experience of 5-7 years in the field of activism and in people centred advocacy. Besides, a pool of core trainers will be identified who will be extensively from CASA staff and partners who have the long experience of participatory training process. Along with this, local trainers will be extensively interact with the core trainers through orientation programme and moreover, they will sit with the subjects experts for 3-5 days whenever required. Care will be taken in identifying these local trainers essentially ensuring that they carry values of participation, transparency, and collectiveness and are involved in such work for a longer period. Once these trainers are identified and oriented they will be fully responsible for organizing the 12 interactive modules. As far as the time devotion is concerned the trainer has to give full time to this process till the process ends. For them there is provision that trainers will be provided Rs.5000/- per month as honorarium till the completion of the 12 modules. It has to be ensured that the trainers have to devote their full time to this whole process. As far as the content area of the modules are concerned. It is taken care that each module is different from each other and every module would have specific content area. For instance if the first module deals with the youth movement then the coming module deals with the individual-family-society, the process of change is to be incorporated in other module which will basically dealt with the different thinking process of theory of change by Gandhian, Socialist ideology, Capitalist ideology, Marxism etc. besides, the all sort of legal knowledge so that the problem which one faces regarding the legalities of issues leadership enhancement etc. efforts will be taken that most of the things delivered will be in the shape of visual interpretation, kala jathas role plays etc.

Another important aspect about the modules are that out of 12 modules 3 of the modules are schedule to be Exposures to different People’s Organisation. So that the youth have the opportunity of an interface with the activist group and see the working style of theirs. Exposures will be those places where we can show them the Youth work so that what they take form the camp they should see the practical also. It will also ensure that each trainers will attached by 6 youths so that once the completion of one module they will have the homework for the rest of the days and they will free to interact with the trainers whenever they need.
