History
The Chhattisgarh Package programme of CASA, which was initiated in the year 2002, was the stepping-stone towards emergence of a state level forum of civil society organizations to strengthen voluntary action in the newly born state.
The package programme partners of CASA from 15 of the 16 districts of Chhattisgarh have facilitated the development processes from the grassroots by sharing a common perspective over local problems and issues and most importantly the implications of micro and macro policy level decisions. A value driven approach of the forum members is based on organizing and capacitating the referral community to promote people centered advocacy over appropriate matters and ensuring participation of the frontline masses is the long term thought.
Over the years it was being observed that organizations working in the voluntary sectors are raising issues of peoples interest and concern, but inappropriate approach and lack of support has forced all such organizations to work in limited areas only, there outreach has been restricted to districts and states only.
Organizations in the region are aware of the fact that they are working parallel to the government but certainly not against them, their work for the pauper class is often misappropriated as an attempt to divert peoples mind or turn them antigovernment. But to some extent organizations intentions are subdued as working for people, fighting for their rights, sometimes presents a picture of discontent in the eyes of the government and for this very reason every single act of voluntary organizations and NGO’s are under strict vigilance.
For many reasons a sincere need of collaboration emerged as pressure was there in continuing the struggle and when common man interest and rights are on the priority list every step has to be on the right spot.
Considering the situation it was a unanimous decision and a sense of acceptance the organizations in coming under a single banner to raise issues collectively.
Earlier much of organization efforts remained unidentified and isolated they could build adequate pressure at different levels, but as organizations are working on issues confronting to people’s rights their common interest helped in the amalgamation of organizations.
